Describe the problem
Ctrl + C / V doesnt work, Ctrl+V shows "no code actions available" instead.
Actually the hot keys are Ctrl + J / K but the tool-tips (right click) still say Ctrl + C / V.
To reproduce
- Use a Dvorak keyboard layout,
- Add English (Dvorak) as input method.
- Try Ctrl + C / V, which don't work. But Ctrl + J / K do.
- Observe tool-tips still say Ctrl + C / V.
Expected behavior
Either the tool-tips are updated or the hotkeys use key letters instead of positions.

2.3.8
Operating system
