Ctrl + C / V doesnt work using Dvorak #2891

@Klaaktu

Description

@Klaaktu

Describe the problem

Ctrl + C / V doesnt work, Ctrl+V shows "no code actions available" instead.
Actually the hot keys are Ctrl + J / K but the tool-tips (right click) still say Ctrl + C / V.

To reproduce

  1. Use a Dvorak keyboard layout,
  2. Add English (Dvorak) as input method.
  3. Try Ctrl + C / V, which don't work. But Ctrl + J / K do.
  4. Observe tool-tips still say Ctrl + C / V.

Expected behavior

Either the tool-tips are updated or the hotkeys use key letters instead of positions.
