[3.x] Improve event system

Summary

To allow for more flexibility we want to introduce improved events in Twill along with custom actions.

We need to:

• Check current triggers of events within a save/edit/delete flow to reduce Laravel events to a single per action.
• Implement a new custom actions system as illustrated below.
