Add support for the Koei Pasogo #2280

Hello.
I've seen quite a few months back the Koei Pasogo. This intricate machine is quirky and is only dedicated to only play Go-related machines.
Since no emulators have the Koei Pasogo, I think it would be nifty to have the Koei Pasogo as an platform to be emulated.
It could also help ares make their 1st steps in x86 emulation since the Pasogo uses the Vagem VB230, a NEC V30HL one-chip platform. The NEC V30 is electrically compatible with the Intel 8086.
