Application notes

Hi team,

I would like to have the ability to add notes/comments to an application state.
For example, in my case, users can change the state of an application from auto-sync to manual, which will show an application is out of sync if the manifest will be manually changed - which we allow for tests for examples.

I want to add a note that the user/developer can leave, so other users will know the out of sync on purpose, and they will know the reason via the note.

In large teams, it will allow for better coordination, via the ArgoCD management panel.
