Accept both with and without `v` prefix in compiler version in the requests

According to dhruvinparikh/skills@413dd5e the requests don't accept compiler versions with the v prefix e.g. v0.8.22+commit.4fc1097e.

We should regardless accept this but normalize the value upon submission.

Investigate if this is the case
