Create a better UI experience while the user waits for python to load

The current UI has a bootstrap warning banner that displays a note about python needing to load - then once everything is loaded a green banner showing 'Python Loaded' is added. 

Instead, it would be better to have a message/popup in the foreground while the background is greyed out until loading is completed.
