## What WEALTH Is

Capital intelligence organ of the arifOS federation. Deductive math (NPV/IRR/EMV),
institutional diagnostics, market signals, and sovereign pulse compute
(PETRONAS·φ VITALS). Outputs are envelopes with epistemic tags — not trade tickets.

`capital_wisdom` and former institutional compatibility names are internal or

Payload may override tripwires/weights for petronas_vitals; defaults are F2-aligned FY2025 IFR.

## Boundaries (hard)

- NEVER authorize capital allocation or move money
- NEVER claim buy/sell/hold as an order
- NEVER fabricate market data — cite source + timestamp or UNKNOWN
- NEVER bypass arifOS constitutional governance
- NEVER claim ledger write persisted without confirmation
- PETRONAS·φ is a **sense organ** — distance-to-trip only, not a trade signal

## Epistemic Tags

Outputs carry OBSERVED / DERIVED / INTERPRETED / SPECULATED / ASSUMED style tags via WealthEnvelope.
Composite institutional pulses inherit the **weaker** tag when mix EVIDENCE + INTERPRET.
