Fix(eos_designs): Avoid rendering OSPFv2, PIM and ACLs on l3_interfaces and l3_port_channels without an IPv4 address under network_services

If ip_address in None - should we consider in 7.0.0 to not render anything below this (just like we do in this PR for IPv6)? Both OSPFv2 and PIM require valid source IPv4 address or unnumbered
