Strange directory duplication in 22.1.0 release packages

Summary
The Linux-x86_64 and Windows-x86_64 packages for ATfE-22.1.0 have strange duplications of the bin and lib directories. In Linux, its just repeated instances of the same name, on Windows the duplicates have (x) appended.

To Reproduce

1. Download the appropriate package from https://github.com/arm/arm-toolchain/releases/tag/release-22.1.0-ATfE
2. View or extract the contents

Expected behavior
A single bin and lib directory

Actual behavior
Lots of bin and lib directories

Hi, the files are created using CMake packaging and the Linux one has symlinks which make cause Windows Explorer specifically to show duplicated bin entries that correspond to multiple symlinks.

1. Do these files extract correctly for you?
2. You may try other tools, e.g. 7-Zip or command line unzip -l to view and confirm the contents. On Windows 7-Zip is known to extract the package a few times faster than Windows Explorer (which used to be a problem in the previous release where the package was bigger).
