Pipe Error: System Cannot Find File Specified

Been working through the youtube video, so far so good.
I have what you have in the etc/hosts file

I go to bin/console install docker.local and i get
Windows named pipe error: The system cannot find the file specified (Code 2)
No idea what this means or what to do, any help would be greatly appreciated it
