Create HMD files

AS A PAM Analyst
I WANT process raw audio files into HMD files,
SO THAT I can use the HMD files for subsequent species detection and soundscape analysis.

Acceptance Criteria

• Criteria 1: Dagster workflow pulls needs metadata from database to configure workflow.
• Criteria 2: Can deal with all known raw audio types. See issue ??? for clarification.
• Criteria 3: Output HMD file format is compliant with ???? standard (SoundCOOP docs?).

Definition of Done:

• All acceptance criteria are met.
• Code is reviewed and approved.
• Necessary tests are written and pass.
• Documentation is updated.
• Feature is deployed to the PAMHUB test environment.

NOTE: In the first phase we are deferring pulling from NCEI buckets and concentrating on raw audio files in the PAMHUB environment.
