Regression with missing task dependency for additional configurations

In the Spock build at https://github.com/spockframework/spock/blob/6a82943887b9bfb7585aa42fc3879e5392b9515d/build.gradle#L380 we configure a custom configuration with extensions.
These extensions are coming from an included build.

While using version 3.3.2 of this plugin, the extensions were automatically built.
Now with 4.0.2 those task dependencies are missing and it uses a stale version if any is already built.

To reproduce / test, just check out that commit and execute the asciidoctor task.
Then change back to 3.3.2 and do it again.
You will see that with 3.3.2 the extension is built, while with 4.0.2 it is not.
