Dockerfile Outdated

Hi,

Thanks for the amazing dataset.

However, a lot of the dependencies in this repo are outdated which creates a lot of pain. The Docker build fails because the base image docker.io/nvidia/cuda:9.0-cudnn7-devel-ubuntu16.04 is no longer available. Can we provide a updated dockerfile/image that guarantees to work out-of-the-box (e.g. check_thor.py)?

I really hope the authors could keep maintaining the repo as the data is valuable and there are challenges (e.g. EAI23) that are actively running on it. Thanks for the efforts.
