Investigate Cross-Platform Collection

We need ways to collect data on Linux and Mac. CoreCLR has a plan (here: https://github.com/dotnet/coreclr/blob/7d5d143564640229a428086151d5119e1c95b62c/Documentation/coding-guidelines/cross-platform-performance-and-eventing.md) but we need to discuss with them.

Mono supports some DTrace probes we could potentially use, if we want to add Mono stress runs.
