fix: `set_min_coverage_ratio` change doesn't apply to in-flight coverage

Invoices already covered under a previous set_min_coverage_ratio value stay under-collateralized relative to a newly raised minimum, since existing CoverageRecords aren't retroactively checked or topped up.
