Ability to suppress PEP 758 check

Summary

Support was added in #15506 but many other tools don't support this syntax and complain about it being incorrect, so the ability to ignore this check would be helpful. Currently, the only way to have all of the other tools not complain is to stay on py313 and that's a really sad solution.

Could you share which other tools don't support this syntax? I'm a bit surprised that a tool supporting Python 3.14 wouldn't handle it gracefully. I know #25901 (comment) was also left today and mentioned LLMs not recognizing it (which certainly seems to be the case from the many issues we've gotten about it).

I think it does make some sense to frame it as a stylistic choice, and it's about as minimally invasive a setting as is possible in the formatter, if we decide to pursue that.

You can tell Ruff to not introduce any Python 3.14 only syntax by setting requires-python to >=3.13 or target-version=3.13

If your configuration contains requires-python>=3.14 or target-version=3.14, you're then explicitly telling Ruff that it should use Python 3.14 syntax, which is why it will reduce parentheses.
