Enable configuring download URL to replace `releases.astral.sh`

We use an internal download server for all packages from the outside and would like to re-use your action for installing uv.
Would it be possible to have a configuration to configure the download URL?

I had a related problem and attempted a fix via PR for my specific case #844. The problem I have is that i can't seem to get the manifest file to be retrieved from non http server hosted sources e.g. the filesystem or via standard input. Is this possible?
