Create a CLI for initializing themes

ATP could provide a CLI to initialize themes, this would allow authors to easily create themes inside existing projects

Things to consider:

• How should the CLI be created? Probably clack
• What info/prompts does ATP need to set up a theme?

Somethings that come to mind:

• Project Location?
• Use Typescript?
• Init Git Repo?
• Install Modules?
• Base? (thinking like degit)
• Project Name (default to normalized folder name, becomes - and such)

Some unlikely things that are more "Nice to have"

• Select Frameworks: Uno, Bootstrap, Tailwind, React, Preact, Vue, Solid
