Cmd field in SystemCmdFloat.msg shouldn't be %

Hi there,

I noticed that the cmd field in SystemCmdFloat.msg has a comment beside it saying that it should be %, however, this is confusing for ACCEL_CMD and BRAKE_CMD as those should both be between 0.0 and 1.0.
