Add pre-commit hook configuration file

Currently we don't have pre-commit hook set up and pre-commit hook can avoid repetitive checks such as black formatting.

• add a pre-commit hook installation tutorial in Contributing section
• Add a pre-commit hook configuration file in the root directory
