[BUG] Transfer Issue workflow not working.

Describe the bug.

I was trying to transfer a issue from CLI, to modelina and used the command /ti modelina it did not work and it looks like the github token does not have the required permission

Expected behavior

Should be able to transfer issues from one repo to another.

yup, token related, I tried to modify it a bit, but do not know what is the other way - look at my last updates to the workflow, last PR

I would like to review the existing workflow templates, suggest updates based on current GitHub Actions best practices, and propose any improvements that help contributors and maintainers.
