Optimize CI/CD: Skip test runs on merge commits in pr-testing-with-test-project.yml

When master is merged into your PR (either manually or via autoupdate), the test workflow runs again, even though master already passed all tests.

I’m happy to submit a PR implementing this.

@SHUBHANSHU602 Thanks for pointing that out! However, I believe these are different issues:

Issue asyncapi/.github#378 is about RTM bot behavior, the bot removing the RTM label while CI is running.
While this issue is about skipping redundant test runs when master is merged into a PR, a performance optimization.
