Add cuda aarch64 builds to matrix. Update validation release matrix for 2.9 (pytorch#7143)

This PR does 3 things:
1. Adds CUDA aarch64 builds to matrix
2. Updates test channel for validations of 2.9 release
3. Updates current nightly to 2.10
