ESL Nebular PRO 350Q-N ; HS9118

Hello
I have an ESL from Nebular PRO 350Q-N with HS9118 chip.

When I read it out via UART with 115200 Baude rate I get the result: 00 00 00....
Even if I pull the NRST pin to GND, nothing changes. If I pull the SWS pin to GND, at least the led of the tag flashes.

How can I flash the ESL with a USB to TTL adapter to use it later in home assistant?
