Disallow DC manipulations in VIEW mode #23

Description
On the roadmap to collaborative editing, any user opening a simulation that he/she has access to with VIEW-level should not be allowed to make changes to the DC. This is implemented at API-level (any such attempts will fail silently), but also needs to be caught at UI-level.
