The HTTPSMultiRepositoryPublicKeyRetriever does use other server when it gets a ConnectionError #104

I have HTTPSMultiRepositoryPublicKeyRetriever setup to use two respositories. However it only attempts the other on 500 errors, but not any thing similar like ConnectionErrors.
