Business Logic & Validations

The following issues need to be resolved:

1. Users cannot be assigned to a team that is not within their cohort.
2. Users cannot be assigned to a cohort that in not part of their program.
3. User should not have access to programs, phases, cohorts and teams that are outside of their organization
