PR review summaries do not show up in PR Overview timeline #2114

Description
Currently, PR review comments do not show up in the Overview of PRDetailView. That can make a comment that is quote-replying to a review comment confusing to users.
I think ideally, review summaries should show up as a timeline item, and contains a way to open the reviews tab to see the comments associated with this review.
