Stalled builds

We've been seeing Travis builds sporadically get stuck and killed for inactivity recently. Let's start collecting data on them so that we have a chance to suss out any patterns and figure out the root cause(s).

Here's a stuck Linux build, with its final test:

StatusBarTileController / pushing and pulling / the push/pull menu / disables the fetch and pull buttons when there is no remote tracking branch and displays informative message

Note that I see this occasionally in random builds on many different repositories, and have been seeing it since before the github package was added to Atom. The only commonality that I've seen is they are all builds on Travis CI, I don't recall seeing it on any other CI platform so I've always just chalked it up as a bug in how they hook into their VMs myself.
