More HAL development?

We have made some other internal changes to the hal.
I think it mostly concerns timers and pwm, if I remember correctly.
I haven't worked on these changes myself.
@Ironedde and @s7rul should know the details.

I think in general we are positive to upstreaming these changes, but it's lower priority than developing and maintaining firmware for our products.

The changes made are to the AFEC, PWM and timers but the APIs are a bit hacky ATM so not ready to upstream and fixing this is unfortunately not a priority at the moment but I am very positive to getting them to that state and upstreaming.
