Clarify where the registration of the contributor/distributor needs to be

In 4.4.2 Request point of contact we say:

'The Request Point of Contact will need to be separately registered with ARDC to enable this functionality. To register, please provide the contributorName and associated email address to the HeSANDA team.'

But we don't specify where it needs to be separately registered or how to do it.
