miniloudqc fails on several conformance checking tests

Most of the max momentary tests fail.

As far as I can tell, this is related to the fact that the 100 ms rate of measure (hard coded into FFmpeg's ebur128 filter) is too long for conformance checks.

FYI: One of these might actually be okay, except for the test value. I'm working on my own Swift project and I used your Momentary loudness test values. I'm pretty sure one of your test entries is incorrect. In my own tests, I get values around "-20" for 'seq-3341-12-24bit.wav', but you are checking against "-23"

I cannot reproduce your momentary loudness measure.
The seq-3341-12-24bit.wav file has a measured max momentary loudness of -23.0, as expected, and that is the value that is checked in the tests.

No worries. Looks like I should file a bug for my code :)
