Fix NIF download timeout and bump notebooks to ~> 0.3

The precompiled NIF fetch wraps httpc in :peer.call/4, whose default
gen_server.call timeout is 5000 ms. The 105-byte .sha256 sidecar
fits; the multi-MB tarball does not. Every consumer installing
{:emily, "~> 0.3"} on a cold cache hits a gen_server.call timeout.
Pass :infinity as the RPC timeout so httpc's own request timing
drives cancellation.

Also bump the :emily dep in all five livebooks to "~> 0.3".
