Create Simulation class

This class would manage diagnostics and action monitors, backtracking, etc. for PyORBIT simulations. This would be similar to ImpactX, in which the user calls `sim = impactx.ImpactX()` and then updates the simulation before finally calling `sim.evolve()`. Might need different classes for linacs vs. rings.
