Password validation utility not working correctly

Describe the bug

• Special characters are not considered in password validation when the Strong Password feature is enabled.

Steps To Reproduce

• Make sure Strong Password feature is enabled.
• Open up the page containing the AuthorizerSignup or AuthorizerResetPassword components.
• Type in a password with a special character in it.

Expected behavior

• Special characters should be considered while validating the user password.
