[FR] Automations: add 'Time - Last Activity' condition, 'Resume' action, 'Force Recheck' action, and 'Reaannounce' action

I think qui could benefit from these additional automation options:

Condition: 'Time - Last Activity' - Can be used to manage torrents that haven't been uploaded/downloaded recently (tagging, removing, moving, completed cleanup, stalled cleanup, older seeding, etc)

Action: 'Resume' - Can be used counteract paused actions or deal with situations where torrents need resumed

Action: 'Force Recheck' - Can be used to deal with the occasional cross-seed wonkiness, among others

Action: 'Reannounce' - Can be used to deal with the occasional network issue

The first 2 would allow me to stop using qbit-manage and solely use qui for automation programming
