Enable dynamic filters (date & date_time) to be submitted with an empty value

Steps to Reproduce

Steps to reproduce the behavior:

1. Add dynamic filter to date field in any resource
2. go to resource index page
3. Click on 'Add filter'
4. Click apply without selecting any date
5. See error

Expected behavior & Actual behavior

Apply button should not be clickable without selected date or default date should be DateTime.current

Rails version: 7.0.8.4
