A feature inspired by rm -i, mailmerge -i could prompt the user if they want to send a message. The response could be something like "yes/no/quit/yes to all".

Another idea for reducing user error could be to prompt the user to send the first message to themselves as a test, maybe even include a token that they have the copy paste before sending the messages.

Isn't this what the --no-limit parameter is for?

The default of one message which can be overridden with --no-limit is indeed intended to reduce user error. I think the right question to ask is whether that's the best solution.
