Add support for CDK bootstrap with qualifier #1975

Support AWS accounts bootstrapped with a different qualifier that is passed by the --qualifier option.
By default, the hnb659fds qualifier is added to the physical ID of resources in the bootstrap stack. Amplify currently treats accounts that are bootstrapped with a custom qualifier as not bootstrapped.
