Remember this device no longer working

Describe the bug

New users who opt to have their device remembered are presented MFA every time

Steps To Reproduce

Steps to reproduce the behavior:
1. Enter Username/password
2. Enter MFA code
3. Select "remember this device"
4. Successfully auth
5. At next sign in, experience the same thing

Expected behavior

The user's device should be remembered and the user should not be presented with MFA
