Feature request: Sticky settings for shared job settings

Describe the problem

We recently introduced a feature in deadline-cloud 0.51.* to add sticky settings for the shared job settings like "priority", "max_retries_per_task" and others.

This can make it significantly easier to use the submitter. I think its useful for all DCCs but feel free to close this feature request if its not useful.

Proposed Solution

The changes should be straightforward but here's the PR for reference: https://github.com/aws-deadline/deadline-cloud-for-cinema-4d/pull/235/files

Note that this requires at least deadline 0.51.* release to work.
