Support cross-region publishing #10
Description
I was testing out the Python cross-account-publish example and noticed that the partner and customer regions had to be the same. I imagine you'd want both the partner and customer to be deployed in the same region in most cases, but it might help to make it explicit through a CloudFormation parameter for the customer's region.
