Thermal event instrumentation

Issue

To help customers correlate ANRs / crashes / screen load increases to device issues, we should author instrumentation that can monitor on critical thermal events on the device hardware.

We can use the PowerManager API to read thermal status changes like:

• THERMAL_STATUS_CRITICAL
• THERMAL_STATUS_SEVERE
• THERMAL_STATUS_MODERATE
• THERMAL_STATUS_EMERGENCY

We can use these signals to vend Event telemetry.

The PowerManager.OnThermalStatusChangedListener interface can provide a dead simple way to get this telemetry from an instrumentation library.
