Unable to deploy in region other than us-east-1

I'm trying to deploy the template in us-west-2 but everytime I do it I'd get "Cannot open this file because of an error.: Template bucket referenced by https://s3.amazonaws.com/reactive-refarch-cloudformation-us-west-2/master.yaml does not exist." error
