Update AWS::LakeFormation::Permissions to the newest resource type

Documentation for AWS::LakeFormation::Permissions states the following in a note:

New versions of AWS Lake Formation permission resources are now available. For more information, see: AWS::LakeFormation::PrincipalPermissions

Update sdlf-team and sdlf-dataset to use AWS::LakeFormation::PrincipalPermissions instead.
