feat: setup e2e tests for non-bedrock providers with harness.

Problem

Harness requires api keys to be stored in secret manager independently to run properly. Our API keys are not currently stored like this.

Definition of Done

• restructure how we store API keys to use separate secret manager per key
• avoid duplicating key across two secrets
• verify non-bedrock harness tests are now passing.
