Feat: Support CLI completions in VS Code Remote

Feature Details

A lot of users develop exclusively on remote machines using VS Code Remote Development. This allows you to use a container, remote machine, or the WSL as a full-featured development environment in your local IDE.

VSCode Remote spawns terminals/shells in a unique way that means solving aws/q-command-line-discussions#11 won't actually work for VS Code Remote.

This may be an even bigger priority than aws/q-command-line-discussions#11
