Describe the bug

An unhandled error Unable to get ACTIONS_ID_TOKEN_REQUEST_URL env variable occurs when creating a pull request.
It seems that the solution in #34169 does not work...?

This error appears to happen on every PR.
Is there a way to fix it?

Faced the same in #34390 (Action run). How do we get around this and get the action to pass?

Seems like this issue got fixed in the last couple days after #34451, #34455 and #34461 merged. Don't see my PR failing on this anymore.
