Add support for configuring AZ zone rebalancing in ecs-patterns L3 constructs
Description of changes
Added availabilityZoneRebalancing to FargateServiceBaseProps and various ECS Fargate patterns, as outlined in the underlying issue.

I've added unit tests and integration tests.
