aws_cdk.pipelines: turn off cross region support

Describe the issue

I have been using per region pipelines with cdk pipelines. I am trying to create a pipeline in two different regions and now it is creating a cross region support stack. It never did this before and it keeps failing. How can I turn cross region support off?

Can you share minimal code with us and the error message as well?

There is no error message. The pipeline is creating a second region support stack when there is more than one pipeline in a CDK app. The failing was related to something else I was able to fix, but this support stack is completely unneeded.

The point of having a pipeline in two different regions is to separate deployment responsibility into two different regions instead of two regions relying on one region to be without issue. This default behavior change creates unwanted and unnecessary DR headaches.
